Hmm, the latest version of that library on nuget is v1.34.0.x, which is a little out of date, which means our auto-releaser is not releasing new versions for it.
Normally that would mean that the API is deprecated, or has been renamed; but there doesn't seem to be anything saying that on the Photos doc pages.

I will get in touch with the photos team to find out what its status is.

I've heard back from the photos team.
Unfortunately the C# package was released in error, and is not supported in any way, and no new versions will be released.
The only currently supported languages are Java and PHP, as shown here: https://developers.google.com/photos/library/guides/client-libraries

Closing this issue, as this is an unsupported package.
