Godot-proposals: Add a template for meta proposals

Describe the project you are working on:

Describe the problem or limitation you are having in your project:
The current template is not quite suitable for creating meta proposals.
For example

  • _Describe the project you are working on_
    Meta proposals rarely refer to the project the author is working on.
    So in most cases this is unnecessary information for understanding a meta proposal

  • _Is there a reason why this should be core and not an add-on in the asset library?:_
    Meta proposals are not related to the engine and addons, this question is definitely superfluous imo.

This leads to the following problems:

1) This can be confusing.
This does not contribute to the easy formulation of the proposals, although a template is intended for this.

2) It looks strange to an uninformed user who wants to create a proposal.
He can see questions in the template that are answered like N/A and he may think that skipping questions is a normal practice when creating proposals.

3) It makes you wonder how appropriate it is to create meta proposals here.
This leads to unnecessary waste of time figuring out is it ok to create meta proposals here (I asked about this myself, but did not receive a clear answer).

At the moment the number of meta proposals is relatively small, but as their number grows, these problems will likely be more obvious.

Describe the feature / enhancement and how it helps to overcome the problem or limitation:
Using a separate template for metaproposals could solve the problem.
1) questions will not look out of place, it will encourage more comfortable meta-proposal creation
2) the template will not lead to misunderstanding and unintentional deterioration of the quality of metaproposals
3) the template will not raise questions and doubts and will not lead to unnecessary waste of time associated with this.

The meta template could be as follows:

I also see some nice bonuses:
for example, when creating a proposal with a meta template, the meta label can be automatically added (I believe this is possible to implement).

Adding a template for this could encourage people to make more meta proposals when they aren't needed, and/or it could cause people to accidentally click on this template when they meant to open a regular proposal. There are few enough meta proposals that I think just having people go off-template or give filler answers is fine.

Personally I like how you just put "[meta proposal]" as an answer to the questions that don't apply!

Adding a template for this could encourage people to make more meta proposals when they aren't needed, and/or it could cause people to accidentally click on this template when they meant to open a regular proposal. There are few enough meta proposals that I think just having people go off-template or give filler answers is fine.
