Go-github: Remove custom media type for License API

This issue is a place-holder for work that needs to be done after we have confirmation that Enterprise API customers no longer need the custom media type header, or when the semantic versioning issue (#376) is resolved.

@gmlewis does this now have the info required to get started, since issue #376 has been closed via PR #772 or are there more things that need to get fleshed out before starting on this?
