Glimpse: Change build system to Meson
Based on conversation in the IRC channel, the plan is to pull out the build system and update it to use Meson.

There's a branch we can use for mainline with a port: https://gitlab.gnome.org/GNOME/gimp/tree/gtk3-port-meson
May be a bit dated based on the date of the last commit.

Brought forward as 0.x candidate because upstream may have finished the port in their master branch now.

Moved back to a 1.x candidate because upstream's master for their 3.0 release, which is what we're basing 1.0 from.

Marking as "enhancement" as we won't be doing this on releases based on 2.10.x but we should do this for the UI rewrite if we are not using D's own compilation mechanism
