Givewp: feat: add opt-in for telemetry (anonymous tracking)

We want to understand our Give users better, so let's give them the ability to offer that data to us. Here's a simple mock-up:

Considerations

  1. Do we want to separate the ability to gather data from the MailChimp opt-in? Maybe not all people want both, they don't want emails, but are fine with us collecting data
  2. If they opt-in, is the data technically "anonymous". We need to spell out exactly what we're collecting on a page on our site and determine whether that actually is "anonymous" data or not.

Need to figure out GDPR implications in #2458. Iceboxing this for now.

Closing due to inactivity and the fact that the Setup Page is being overhauled in GiveWP 2.8.0.

Telemetry definitely warrants further discussion, but in the form of a pitch.
