If Edit permissions on milestones were loosely allocated, the quality of the milestones would be much higher and the speed at which milestones could be processed would be dramatically increased.
Because we have a whitelist for users and are still working on making the DApp work the way it is supposed to, allowing almost anyone to edit the Milestone at any time will allow people to also make changes to Milestones to make sure they look good for edcon.
For now, I would say let the reviewer, proposer, recipient, and Campaign Manger and their mom's the ability to edit the milestone (except the price and address of course) all the way until the milestone has been approved.
And then also we should let the Campaign Manager edit the milestone even after it has been approved, as they have to live with it on their page... forever, and right now the upload pictures look bad and other improvements to the DApp are likely to happen that will allow us to make the milestones look prettier.

On it, just fixing uploading image issue that prevents people from adding milestone and then I do this.
