I think this emoji can have sense in some cases, as a rule you do not have to write shitty code but in some cases you need to do it for time or because your are under pressure, this emoji remember you that this code need improvement

In my opinion, you shouldn't push crappy code to production, but sometimes I understand you code fast and those things should be improved.
