A new release is long overdue.

What I would certainly want to get in is the overlay rework: https://github.com/geopandas/geopandas/pull/429 (so review of that is certainly welcome; eg what could be helpful is to fetch the PR and run the tests locally)

Other to do's:

• update the changelog
• readthedocs is failing (https://github.com/rtfd/readthedocs.org/issues/4071)

0.4.0 is released! https://github.com/geopandas/geopandas/releases/tag/v0.4.0

Will wait with announcement until conda-forge packages are available (which can still take some time, as travis was down for conda-forge this weekend)
