Galaxy: Enhance History functions "Operations on multiple datasets" to include multi-download

Add option "Download datasets" to the menu "For all selected..."

Decisions about how to handle datasets with more than one part (bam + bam.bai) should be made during implementation.

It would also be nice if you could change the datatype of many datasets at once.

And database, etc. Losing the current center screen to Edit Attributes is inconvenient when a small change is needed to launch a tool form that is already loaded.

Can this be implemented in the short term by creating a script that will download and name the datasets appropriately? Windows and *nix have built-in tools that can download URLs, of course. There could be 3 flavors: Windows (vbs), wget, and curl. It's kind of like a one-off download manager.

Longer term solutions might involve using Aspera Connect or some such.

A workaround (this works on dev) is to select everything you want to download with the checkbox, create a collection and then download the collection.
