Solar panels generate too much energy on Venus. I propose that the solar panels generate a maximum of 10 gJ / t (since Venus has a dense atmosphere).
Sorry, I'm unclear about this, are you filing a bug? and if so how did you determine what the output should be and which solar panel are you talking about. Or are you making a change request?

@TheQuadShot This is a change request. Since Venus has a dense atmosphere, therefore, an output of solar panel should be less. I suggest 10 gJ / t is ok. And this value for the advanced solar panel and solar panel.

@TheQuadShot Why close? I think it should be open. Since in the morning on Venus the advanced solar panel generates about 109 gJ / t - that's too much. And I think that this is a serious drawback.
Ultimately it's up to the Dev's, You said it's a change request, not a bug report and this is a bug tracking tool. This issue has kind of been covered already here:

Venus is closer to the sun. But it has a lot of clouds. The atmospheric density is not really relevant. We can't simulate actual clouds blocking the sun, so we make an abstraction in the game. The effectiveness of solar panels on Venus is greatly reduced, compared with what it would be in proportion to the distance from the sun.
@radfast but still the solar panels generate too much energy on Venus. And something I did not notice a decrease in the efficiency of solar panels on Venus.
