Is it somewhere in official Material guide or in some native Material app? It doesn't look like a good UI element and example

Similar effect is there with the Google APP "INBOX"; but its with the List view I guess.
List of emails looks as listview and opening an item open the same as POPUP effect.

It's largely irrelevant wether you like it, it's shown in diagrams in the material spec as well as applications developed by Google (e.g. Inbox)
