This would make it easier to contribute as many editors support the use of .editorconfig (through plugins and whatnot). Will sort out things like line endings and indentation.
Any other popular open source frameworks have this?
Symfony does, not sure about the others.

@taylorotwell do you use an editorconfig file personally? And if so, what is your settings? Are they similar to the above Symfony example?

It should already be on new installs.
Describe this file in the official documentation, why it is needed. In the off-documentation there is not a line about it, it's bad.
The file just ensure codes / editor configs and practices. It's just good for coding looking similar from dev to dev.
