Fiona: 1.8.0 release

New features. And a complete switch over to pytest thanks to @geowurster. I'd like us to spend as little time on developing 1.7.x as possible to take advantage of that.

Short list of new features:

• GDAL 2.2 support
• Transactions (speedup for GeoPackage)
• Datasets on the web or S3

Let's aim for the end of the year for 1.8.0.

A 1.8a1 release that will let folks try out the new features is something we should do very soon. I might even be able to do it Monday (11/6).

Any more progress here? Would like to get support for GDAL 2.3 out.

I would support doing a 1.8 release once #507 (and maybe #590?) are resolved. The lack of GDAL 2.2/2.3 support in 1.7 is becoming an issue for users.

I will try to set-up testing of geopandas with fiona 1.8a3 or master, to make sure everything is OK there.

At least for 1.8a2, fiona has built fine for us. I can't say for sure on 1.8a3 though since tests don't yet pass for it for me.

I haven't heard anything bad about 1.8b2 yet, so unless you all have any objections I will make a release candidate today and a 1.8.0 on Halloween :jack_o_lantern:

Well, to be honest, that's because I haven't been able to get tests to run when building a package. I hope that with all the unittest stuff removed I can get it to work again.

OK, managed to hack it by deleting the source directory, so that pytest doesn't get confused and all tests pass on rc1. I do need to figure out a way to allow cligj 0.4.0 and click 6 though, because the newer version aren't available on Fedora 29.

I applied this patch to build with cligj 0.4 and it built and tests passed. I'm not sure if that's because that's not tested or because the bump was not necessary.
