Files: Properties window doesn't work on 1903

Describe the bug
On Windows 10 Version 1903, properties window no longer works and clicking on the properties option shows a splash screen for some time but then the entire app instance crashes.

To Reproduce
Steps to reproduce the behavior:

1. Hit properties on any folder or file
2. It will crash if you are on 1903

Expected behavior
A lot of people are still running 1903 and the app supports it so the properties windows should work properly on such devices.

Desktop:

• OS: Windows 10 1903
• App version: v0.13.1

Additional context
This issue occurs on random and is not there in the log file.
