I've been running into this same issue with Fenix Nightly (and then the failure notifications respawn on every app restart, per #14790)
The PDFs that Fenix is having trouble with, most recently on my device, are the "Bottle Capacity Chart" and "Product Manual" linked under "Manuals and Guides" near the bottom here:

Both PDFs download fine in Chrome.
I can confirm the issue is reproducible on Firefox Preview Nightly 200908 (Build #2015762675)
I encountered what I think is the same issue attempting to download https://enterprise.spectrum.com/content/dam/spectrum/enterprise/en/pdfs/support/Motorola%20User%20Guide_WiFi%20LAN.pdf Tapping the Download button immediately results in "Download failed". Remote debugging shows request initiation on the Network tab, but no status or headers.

Thanks @liuche, I can confirm that the link (and all other PDF URLs I tested) download without issue using Nightly 201014 17:01 (Build #2015769675). Works for me!
Verified as fixed on Firefox Preview Nightly 201015 (Build #2015769771).
