Mobile screens have less space, so browsers usually auto-hide the address bar (also planned for Fenix). However, that can be used for phishing, whether by adding a fake one or simply by considering the fact that the user does not see the URL at all times.
Therefore, I propose a simple solution that is already used in a competitor Yandex Browser - instead of hiding the address bar completely, just make it thinner when scrolled.
The design of the thin bar has already been implemented in your browser Firefox Lite, so feel free to copy that.
Add a thinner address bar variant that appears when the user scrolls the page. It can either have button hints of the real bar (certificate, tabs, menu) which would then open on a tap, or it only has the address and security icon which would transform to a full bar on tap.
As per #2689, making the URL bar fixed was supposed to be only a temporary solution (and not an intentional feature) because of some bugs that couldn't be fixed in time for the first release.
Got it, then the original idea of anti-phishing is even more valid.

I think most users still prefer the navigation bar to be completely hidden, so if this thinner bar is used, it should be optional.
