Eui: Multiple tooltip visibility

While testing the keyboard navigation changes in #2559 I noticed that if you tab onto a beta badge with a tooltip, and then mouseover another tooltip-ed item, both tooltips are displayed. EuiTooltip should auto-close existing tooltips when opening a new one.
