Ethereum-org-website: Implement feedback from 1st Developer Tiger Team

• Ethereum.org requires regular updates to continuously improve & stay up-to-date with the constantly growing and changing Ethereum community
• To supplement the regular open-source contributions people make to the page, we will regularly recruit "Tiger Teams" of individuals with particular expertise in a certain area to review sections of content, give feedback, and even rewrite existing content
• The section we want to review & improve is the Developers content

Implement the feedback collected from 4/30:

Developers page

• [x] Remove outdated dev resources #799
• [x] Remove references to deprecated smart contract languages
• [x] Remove programming language hero images
• [x] Update Parity to OpenEthereum
• [x] Fix broken OZ links
• [ ] Move "Getting started" content to the Build page
• [x] reword "might be different from other app development you’re familiar with"

Build page

• [x] reword "saving many hours of development setup"
• [ ] CTA at the end should go to Developers, not Learn

This will be a long-running issue with tasks added as we go through the feedback...
