Ethereum-org-website: Add "Last updated" to the website

Challenge Description

Ethereum.org will be regularly updated with new content. We should add a "Last updated" copy to more clearly communicate to users that the site is always evolving.

1. Add a "Site last updated: " to the footer (Footer.vue)

Submission Requirements

• The timestamps must be dynamically auto-generated from the config
• The additions must consider mobile & desktop layouts

Submission Deadline

The deadline for submissions is November 11, 2019.

Judging Criteria

The prize will be awarded to the first valid submission.

Winner Announcement Date

The submission will be reviewed by November 18. Winner announcements and prize payouts will occur before November 31, 2019.

If the "Fork this Page" is intended to remain prominent, I would replace the lower right "Welcome to the Ethereum.org Redesign!" to simply a "Fork" button, next to the current version, giving both items context.

Keeping a version number in sync is more work for the admins though, not sure how feasible it is to automate the version based on milestones?

I like the concept of this but suspect a version number could create confusion for some users who may misinterpret that as the "Ethereum version number" if we don't clearly communicate it.

How about displaying a "Last published" or "Last updated" date?
