Essentials: Balance cap permissions just like home permissions

Balance cap permission nodes, exactly like the home permissions.

How the feature is useful

Make players rank up instead of keeping money.

To clarify: are you just asking about a balance cap, or were you suggesting that Essentials handle ranking players when they hit some balance amount? The latter would probably make more sense if added to permission plugins (e.g. LuckPerms) itself, since it could then hook into any economy plugin.

Currently, Essentials has a global balance cap in its config.yml - My suggestion is just making it permission based
