Esmvaltool: How to best report ESMValTool test coverage?

Having an average coverage percentage of 22% is not great. But, there is the question of how do we want this average coverage percentage to be calculated - we are using all the PY diagnostics and PY cmorization scripts for which tests are either scarce or completely missing - but for stuff like utilities and shared libs modules the testing is decent (can be improved yes, but it's OK so far). Surely we don't ask diag developers to write tests after they've written diagnostics or cmorizer scripts so - why count the testing for diags and cmorizers in? We're working on improving test coverage, also for diagnostics, see e.g. #1112, #316 and #1115.
