Possibly with the tooltip semantics from before? It's annoying to have to click so much to add multiple reactions.

And it also can be annoying to have to manually close it if you only want to add a single reaction. This doesn't seem like it should be one way or another, but both have advantages / disadvantages

well, that's where the tooltip semantics come in: simply move your mouse away

I'm not sure I agree with this suggestion— we should prioritise the UX for the common case, which in this instance is adding a single reaction.
