Rather than having to go and individually mute all low priority rooms, it'd be nice to just have a server-side preset rule that we can turn on to do this for us. Better semantics might even be "un-mute favourite rooms" as an override if you mute by default.

I already moved 24 rooms to _LOW PRIORITY_ not to mute them, simply to make it easier to browse/scroll through both _FAVOURITES_ and _ROOMS_.
