The current behavior:
mp3 files are saved into Music folder
image files are saved into Pictures folder
is wrong.
All downloads should go into Download folder.
Perhaps an Element folder within Downloads?
This is good only for those who have a lot of files in the Download folder.
But superfluous for those who have few files there (like me).
As the common (expected) behaviour is to save into the Download folder, it should be the same for Element. But a separate setting would be nice.
There's probably an argument to be made, because most messaging apps I know save everything under their own folder (/sdcard/WhatsApp or /sdcard/Telegram etc). Also personally I wouldn't want to have all images downloaded into the Download folder, while the specific folders are of course debatable.
So "is wrong" is really subjective here, and not the final truth as you make it sound IMHO.

You should probably work on your style of writing.
As a reader, some of your issues sound like you think only you know the absolute truth about how things should work, while many design choices where probably done after a lot of thought was put into it (obviously bug reports are exempted here).
It is a good thing to raise your opinion, but please be thoughtful that other people might not share them, and your expected behavior might not be the same as the one from other people.

On issue:
I see the only reason to put images into Pictures is to make them browseable by gallery; on the other hand, Firefox saves all files into Downloads folder as this is the most expected action for Download/Save action.
+1 for this, if not let us choose where downloads go before downloading each file
