Way round it. Installed older provider
Database provider Microsoft.EntityFrameworkCore.SqlServer -Version 2.0.3

@OODesigns This is most likely because of mismatched package versions--see the discussion on #11704. Can you post your csproj file(s)?

Updating the NETCore SDK to 2.1 fixed the issue, so will close ticket, thanks for the heads up.

I had this problem as well. I had to install the Microsoft.EntityFrameworkCore.Tools package to resolve.
