Dotnet-api-docs: Affect versus Effect

Previous comment was unprofessional, my apologies. The word 'affect' is incorrectly used when discussing the use of Flush on a Network Stream; it should be changed to 'effect.'

I do want to apologize for my earlier post.  Rough day at work and I let my emotions get the better of my judgement.  I will follow the article to make the changes.  Thank you for the swift response, and again, my apologies for being a troll regarding this issue.
