Documentation: Update to Drupal 8.3.x

We're pinned to 8.2.7 now due to some upstream issues. Once these are resolved, we should further investigate what else we need to do to upgrade.

I do not believe so. That would require https://github.com/fago/rules/pull/480 to be merged. This just allows rules to work under Drupal 8.3.
