Documentation: Use Composer to install Drupal, Drush, and Drupal Console

Fork this to the CLAW organization: https://github.com/drupal-composer/drupal-project

Update it to point at the github repos we have for islandora modules until we can properly get on packagist and eventually drupal.org.

Then use it to install drupal, drush, and drupal console in one fell swoop.
