Docker-node: Let's enroll Hacktoberfest

Hacktoberfest 2020 is open now: https://hacktoberfest.digitalocean.com/

This year, project needs to manually opt-in by adding repository topic hacktoberfest, I'd like to leverage this event to help us resolve some issues, improve the project, and attract more contributors and potential future maintainers like us.

@nodejs/docker what do you think?

I'd like to add the topic before this weekend, if no one is against this proposal 😉

I'm kinda -0 on this. I wouldn't block you doing it, but I don't think we have much in the way of "good first issue" or "help wanted" https://github.com/nodejs/docker-node/issues?q=is%3Aopen+is%3Aissue+label%3A%22help+wanted%22 content for people doing Hacktoberfest.

As a side issue, I think I would open a separate issue to invite @ttshivers since they've submitted some good PRs recently, even if we've gotten stalled landing them waiting for some upstream permissions

If we'd like to participate Hacktoberfest, could create some issues for documentation, issue and pull request template, etc. That'll be more friendly than code level issues.

Quick update: I was invited to have a 5mins presentation on the Official DigitalOcean Hacktoberfest Celebration online event, I'd like to mention and promote these heavily and widely used official Docker image, so it'll be great if we can have some more and label those issues properly 🎉
