Dhall-haskell: Chocolatey packages?

Hey, huge thanks for Dhall, it's an amazing project 馃檹

I wanted to create some chocolatey (like apt, or brew, but for Windows) packages so one can install Dhall easily in Windows, and I wanted to ask, should I create a PR into this repo, or is there another place where the package definitions for apt, brew, etc... go?
