Devise: Please add some explanation for the ownership change

Hi!

I just spent quite some time time hunting for the reason why this project is now in the 'heartcombo' organization. Given recent issues with libraries (gems, npm modules) being taken over by malicious actors, it would be nice if some explanation were clearly visible in the readme, with a pointer to the Plataformatec blog post announcing the transfer.

The company was bought out by one of their clients, and they released their opensource projects to the maintainers so not to lose all their efforts and work.

@bradpotts But the maintaince will be affected? On devise gem, simple_form and so on?
