Dependabot-core: Allow teams to be set as default reviewers

Update: just got the 👍 from the Ecosystem Apps team, which means this should be resolved soon. (The tricky part of this one was thinking through permissioning, which is now done - only implementation remains.) It will fix this for all GitHub apps that interact with PRs.

👋 The team is pretty swamped at the moment so, unfortunately, it may be some time before we can get to the implementation part of this.

I believe for the moment you can leverage the CODEOWNERS file to define default reviewers.

I've tried using the CODEOWNERS workaround, and it looks like Dependabot is actually removing codeowners who've been pinged:

Any update on this issue? I would like to set a team as the reviewer instead of manually need to add a user in the yaml config.
