Dependabot-core: Default config.yml

At the moment, to configure dependabot I have to create a config.yml file for each of my repositories. Is there a way to specify a default fallback if one doesn't exist?

Not at the moment, but we're thinking of adding support for having a .dependabot.yml in your .github repo, which would achieve the above.
