Dep: Need FAQ: relative imports are not supported

Although relative imports are supported in the go toolchain, for various reasons, they are not supported by dep. Let's add a FAQ entry under Behavior, like "Does dep support relative imports?".

Not sure if there's an example of an error message that clearly points to relative imports being the culprit. Seems like the error is kind of vague and confusing right now, but I haven't dug into that. If there it's let's include it to make it more likely for searches to find the faq.
