Dep: Cut a new release and upload binaries

Now that dep is production ready, we should cut a new release tag and upload pre-compiled binaries to Github. I'm working on adding dep support to the Heroku Go buildpack and I need a URL to download the linux-amd64 binary.

reasonable request - i was waiting on #489, but that's dragging on, so we should get one out sooner. i just want to be reasonably sure we're tagging something stable, as there's been a lot of flux since the Gophercon community day hackathon. in keeping with that, i may want to let the dust clear for a week.

(nit: the first release we tagged was at the moment we considered it "production ready" 😄 )

@jmaeso This is complete. Our latest release has binaries included in the release. One note of warning is that the binaries are zipped on that release but going forward we plan to upload the binaries uncompressed, with same naming conventions.
