Darknet: yolov3-tiny performs not good

Hi, I use the default yolov3-tiny.weight to detect object, but the performance is bad. Even the yolov2-tiny is much better than yolov3-tiny. Why is this? I use the following command:
./darknet detect cfg/yolov3-tiny.cfg yolov3-tiny.weights data/kite.jpg
