Dapr: Switch dapr docker image to multi platform image

Describe the proposal

Since Docker 19.03, docker has supported multi platform image officially. Therefore, we do not generate the docker image for each platform separately.

Actions CI doesn't include the latest version of Docker CE. So it is failing to build multi arch
