This is not an issue with Cypress since Cypress logs output just fine on everything else, the difference in program running & capturing the output is the only variable.
Your issue is with Jenkins on Windows: https://medium.com/pacroy/how-to-fix-jenkins-console-log-encoding-issue-on-windows-a1f4b26e0db4

Change your encoding to UTF-8 and you're good to go..
