It depends on the time the keys are downloaded.
13.7 works fine for me.

I always get 14 files.
If the keys are downloaded ~22:00-02:04 you may get 13 files only.
The time ~22:00 depends on the time the last hour file was published 14 days ago.
So if the last hour-file of a day was created at 18:05, the day file will be deleted 13d and 23h later at 17:05.
That would result in only 13 files in the time 17:05-02:04, so ~22:00 is approximately.
It should be 14d but there is bug:

I knew about this bug (and yes my checks were always at 23:xxh in the last time so...) but I opened this Issue because under iOS 13.6/13.6.1 I've always got all (or more 馃槈) files, even between 22:00h-02:04h, so now I was a little bit concerned.
