They are under the category Speed (hidden by default, so select the visibility preset "Expert"). Enabling acceleration and jerk control should make Cura's time estimate more accurate since it then knows some of the parameters that influence it. Only... They are already enabled by default for Ender 3.
Ender 3's firmware is based off Marlin, so it should be possible to get within 5% or so. CuraEngine has a routine for estimating the print time that mimics almost every aspect of Marlin's motion planner. If those machine settings are filled in properly, I expect the time estimate will improve dramatically. The Cura developers don't have access to an Ender 3, so we have to rely on you guys to supply the correct parameters.
