Cross-project-council: Intent to rename repo to CPC

Hey All,

We have our official CPC reps now. I intend to rename this repo to CPC in the next 24 hours, as discussed on Monday's call, unless there are objections.

literally CPC or could we expand the acronym?

@Jonahss we have used the acronym for the repos over in Node.js land (e.g. nodejs/tsc). Although we have also used the long form (e.g. nodejs/community-committee).

Any preference?

_TSC_ is a somewhat generally-understood acronym in that many projects have TSCs. Same for _LTS_. But _CPC_ is a new one to me, so I'd favor spelling it out.
