Coteditor: Release CotEditor 3.1.2

I've just submitted CotEditor 3.1.2 to the iTunes Connect.

I changed my plan to include #649 to CotEditor 3.1.2. So I rejected my current submit and this issue is now on pending. Probably some day in the next week. I'll re-submit it when #649 is finished.
