Cosmos-sdk: gaiad gentx should have --website and --detail params

Summary

gaiad gentx does not support --website or --detail params

Problem Definition

For consistency with edit-validator as well as not having these makes defining them difficult for validators while the genesis.json is not finalized (current state of mainnet launch).

Proposal

Add said parameters for definition in a gentx.

We just need to add the description flag set to this command and use the values when creating the message.
