Cosmos-sdk: Unify CLI param calls

• gaiacli query gov param [type]
• gaiacli query stake parameters
• gaiacli query slashing params

I propose moving everything to param, objections?

I do like the gaiacli query params [module] convention :)

gaiacli query gov params
gaiacli query stake params
gaiacli query slashing params

I would be in favor of that, and the param [type] syntax is OK too, but we should retain the option to show all parameters.
