Core: Debugger crash when trying to access an EntityFrameworkCore Proxy

The EF Core & VS for Mac teams have determined this to be a dotnet Core runtime issue.

@JeremyLikness @ajcvickers can you take a look at this issue? Should we move this to another repo?

@mairaw The customer has been trying to get a response from the debugger team. They already filed in on VS, which got routed to EF. They then filed on microsoft/dotnet since it isn't an EF issue. I started an internal thread earlier in the week on why that repo is not triaged, but it hasn't gone anywhere yet. What we really need is some guidance on how to report debugger issues.
