Core: Question: Timeline for making Linker RTM and supporting non-self-contained apps

It has been a year now since the linker trimming optimisation has been announced as an experimental feature but to me it seems that the work on it has halted. Is this true? What is the future timeline for it?

This will align with .NET Core 3.0 timeframe.
