Copilot-cli: Manage existing ECS services within the CLI
Similar to #644, I'd like to manage existing older ECS services within the CLI instead of deleting and redeploying them

We use terraform to create and manage resources, so if Copilot was friendly with preexisting architecture (and maybe even terraform itself), that would be huge.
