A configuration to allow images to be pulled anonymously

Which service(s) is this request for?
ECR

Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?
I want a repository where I can define strict push controls but also allow anyone to pull it, even if the caller does not have an AWS account.

Are you currently working around this issue?
Deploying a custom proxy like https://github.com/catalinpan/aws-ecr-proxy
