I'm actually not even sure if it's already in the docs somewhere, but I've seen some cases where new contributors thought that they could only submit packages that they maintain.

Would be good to mention somewhere (FAQs maybe) that this is not the case and that everybody can submit a package to conda-forge, even if it's not theirs.

Edit: It might also be good to mention that it is considered good business to inform upstream of a new package and invite them to be maintainers as well but it's not required.
