Community: build (upstream) marketing team

finally build out the roles that we set forth here:

I will lead this team for the first three months to get us up and running and then the area leads and shadows will continue on. folks joining the bootstrap marketing team will be tasked with creating role books and general guidance on how this team does business. the bootstrap leads should be github org members/reviewers/approvers and/or have marketing experience. shadows should be keen on learning and desire to take a lead role after n period.
